Tom Allison-Couto
FHLEOA Vice President (Legal Advisor)
Tom Allison-Couto is an Employment Practices Liability Examiner
(Attorney) for Chubb. He also works part-time as an attorney for
the law firm of Hughes & Bentzen, LLP. Most of his work centers
on civil and constitutional rights litigation, including Title VII
discrimination actions, torts, and challenges to the constitutional
validity of state laws. Tom served as a Senior Assistant Attorney
General defending the State of Florida and government officials
in civil litigation. He also served in the Economic Crimes division
prosecuting consumer and insurance fraud. Before going to law school,
Tom was a Supervisory Special Agent for the U.S. Customs Service,
managing the activities of 14 Special Agents and the money laundering
and undercover investigations programs for the North Florida area.
During his Customs career, Tom served as Customs Representative
to the U.S. Embassy in Mexico City and Guadalajara, Mexico, Belize
City, Belize, and Panama City, Panama.
Tom is admitted to practice law in all state courts in Florida,
the U.S. Middle District of Florida, and the U.S. Circuit Court
of Appeals for the Eleventh Circuit. He is a Certified Civil Circuit
Mediator. He earned a Juris Doctorate from Stetson College of Law,
a Master’s degree in Public Administration from the University of
South Florida, and a Bachelor’s Degree in International Affairs
(International Economics concentration) from George Washington University.
Tom teaches graduate courses in Labor and Employment Law at the
University of South Florida as an Adjunct Professor. Tom is fluent
in Spanish and English.
